Politicians set up a fund worth billions of dollars to compensate all victims who voluntarily waive their right to go to court. One man is personally appointed by George Bush as the sole decider of all compensation sums: The lawyer and mediator Ken Feinberg, who is to play the "Master of Disaster". He alone decides who gets how much money under which conditions.
